The M-41 is the "Employee Handbook" for city letter carriers. It is often used by Postal Managers when writing a carrier up. For discipline. Yet oddly enough the same managers don't give anyone time to read it. They don't inform new employees of its existence. They don't tell a carrier what it says unless it is only for the manager's benefit. This series is designed to get a carrier through the M-41, one little chunk at a time.
